A lot I think Mike is to do with the camera and the filters, don't think if you take a good picture the PC is going turn it into a bad picture.

Bazza uses iPhoto to do final adjustments but the photo has to be fairly good to start with. That is an Apple product but there is probably something similar for Microsoft.

also lot of old photos of father in law some would love to inprove on

Blurred you will not do much with them, red eye can be fixed using most photo editing programs.
All photos can be enhanced with a little sharpening and levels tweaked a bit.

This one is 49 yrs old, thats why I cannot remember who it is

Can't really tell with an avatar, too small and low quality anyway

ok will post some more later as I go through pic that I am deleteing for bad quality was looking for good site to use to play with pic make them better

Always rename and save the original so that it cannot be destroyed, you can use lightroom 4 because it is a non destructive program but some are not, be careful.
